Terms and Conditions for Employers - Taxsaver Scheme
1. Who these terms apply to
These terms apply to any employer (“Employer”) that registers for the Taxsaver Scheme operated by Dublin Bus, Bus Éireann and Irish Rail (“the Companies”).
2. Registration
• Employers must register online at www.taxsaver.ie.
• Registration is complete only when the Employer accepts these Terms and Conditions online.
• After registration, the Employer receives a designated account number for ordering passes.
3. Ordering Passes
• Orders must be placed before the monthly deadline set by each Company.
• The Companies will use reasonable efforts to deliver passes at least 3 days before their start date.
• Only pass types made available under the Taxsaver Scheme can be purchased.
4. Employer Responsibilities
The Employer agrees to:
• Follow all relevant tax laws, including Section 118(5A) TCA 1997 and Revenue’s Taxsaver rules.
• Acknowledge that the Companies do not provide tax advice on employee taxation or salary sacrifice arrangements.
• Ensure passes are issued to employees in accordance with Revenue conditions.
• Nominate a designated contact to manage orders and payments.
• Comply with all Data Protection legislation (as will each Company).
5. Payment
• Employers must pay in full for all passes ordered.
• Payment options:
A. Credit card – paid at time of order
B. Direct debit – taken 5–14 days after order
• Monthly and annual passes must be fully paid before dispatch.
• All payments are in euro (€).
6. Non-payment
The relevant Company may cancel or withhold any pass if payment is not received in full.
7. Conditions of Use
- All passes are subject to the bye-laws, conditions of carriage and regulations of Dublin Bus, Bus Éireann, Irish Rail and Luas.
- Employers must ensure employees are made aware of these conditions.
8. Price Changes
The Companies may increase pass prices at any time.
9. Pass Ownership & Transfer
- Taxsaver passes are non-transferable and tied to the specific employee for whom they are ordered.
- Employers must ensure employee compliance with this requirement.
10. Lost, Stolen or Damaged Passes (Monthly & Annual)
Customers are advised to register their monthly or annual Leap Cards.
Both monthly and annual Leap Cards can be replaced by logging into your Leap Card account at www.leapcard.ie:
1. Log into your Leap Card account.
2. Select “Refund or Replace”.
3. Choose “Replace” (do not choose “Refund”).
4. Follow the on-screen instructions to complete the replacement request.
5. Confirm with Leap the expected timeframe for replacing your ticket or product.
11. Bus Éireann – Additional Operational Rules
• Tickets are posted only to the company address.
• Late orders or late payments may delay delivery; refunds are not issued for such delays.
• Leap Cards must be updated for renewals via PostPoint stores, the Leap Top-Up app, or station devices.
• Lost or stolen cards are blocked; employees must notify the Employer.
• Only the Employer may request replacements for point-to-point passes.
12. Refunds (Updated)
Monthly Passes
- Unused monthly tickets must be cancelled by the 5th of the month.
- If a ticket is used on or after the 1st, no refund is available.
- No partial refunds for monthly passes.
Annual Passes
Cancelling Annual Tickets — General Rules
- Annual refunds are calculated as:
(Original cost ÷ 10 × months used) deducted from the original cost.
• No refunds are available after 9 months of use.
- Company Administrators must contact the relevant operator before cancelling a ticket:

Bus Éireann: taxsaver@buseireann.ie - Employer-specific conditions may apply. Employees should check with their company administrator before requesting a refund.
Cancellation Deadline
• Cancellations must be made by the 5th of the month.
• There must be no usage on or after the 1st of the month.
Bus Éireann – Additional Requirements
Returning Physical Tickets
- Monthly and annual Point-to-Point tickets must be returned by the 5th of the month; otherwise, that month will be deducted from the refund/credit.
Leap Card Products
- A Taxsaver Leap Card may be kept for personal use or used with other operators.
- To retain the card, the company administrator must request Bus Éireann to block the Taxsaver product no later than the 5th of the month; otherwise, that month will be deducted.
Replacement Tickets
- No refunds are issued for replacement monthly or annual Point-to-Point tickets that are lost, stolen, or destroyed.
13. Insurance
Employers are encouraged to advise employees to insure their passes under their home insurance “all risks” cover.
14. Misuse
Misuse of a pass may lead to confiscation under the CIE group of Companies’ or LUAS byelaws.
15. Service Disruption
- The Companies are not liable for delays, service interruptions or cancellations, including any resulting losses.
- Services may change or be withdrawn at any time.
16. Termination of Employer Participation
Participation may be terminated if:
- Passes remain unpaid,
- The Employer breaches these terms, or
- The Employer becomes insolvent.
17. Governing Law
These terms are governed by the laws of Ireland, and disputes fall under the jurisdiction of the Irish courts.
